Stella Pollard is running to serve constituents living in Boone, Carroll, Franklin, Gallatin, Kenton, and Owen Counties.**
Economic Opportunity & Job Creation
Expanding Local Employment:
Stella’s plan focuses on fostering local economic development by encouraging investments in emerging sectors like clean energy, technology improvements, and advanced manufacturing, while supporting traditional industries through incentives and small business relief measures. She aims to drive larger businesses forward with advancements in tourism developed in partnership with our state’s economic partners.
Workforce Development:
The platform calls for strengthening vocational and technical training programs in partnership with local community colleges, ensuring Kentuckians are well-equipped for the jobs of the future. As a proud product of the Kentucky Community and Technical College System, Stella knows how vital the 16 colleges and over 70 campuses are to our commonwealth.
Supporting Rural Entrepreneurship:
By streamlining regulations and offering targeted grants or low-interest loans, the campaign aims to empower rural entrepreneurs to start and grow businesses in District 20.
Education & Workforce Readiness
K‑12 Education:
Stella advocates for increased funding for public schools, especially in rural areas, and reforms that keep our classrooms competitive with those in more urban parts of the state. Key priorities include supporting Kentucky’s Education Technology Systems, providing high-quality instructional resources, and increasing teacher support to improve student outcomes. Stella is also a champion and firm believer in the Pre-K for All movement in Kentucky.
Higher Education & Student Support:
The platform supports broader access to higher education, including affordable college programs and partnerships with local institutions to match academic programs with in-demand local careers. It also highlights our state colleges and opportunities for Kentucky’s students to stay right here in Kentucky. District 20 is home to Kentucky State University, several campuses of KCTCS, and covers part of Kenton County (home to the Highland Heights Northern Kentucky University campus)..
Career & Technical Education (CTE):
Recognizing that not every student wants a four‑year college, Stella is strongly committed to expanding CTE programs that offer direct pipelines into high-growth industries. Especially for youth and anyone whose job has been lost in recent years due to changes in District 20, where industries have faded away over the past five years and those traditional jobs are not coming back. That is why she is committed to investing in our future through education and workforce training at KCTCS. By supporting Kentucky’s Community and Technical College System, we can prepare our students for careers in natural energy, clean technology, advanced manufacturing, and growing sectors like the Kentucky Speedway. KCTCS is where real opportunity begins — building skills that match the future of work and bringing new jobs and growth to our communities. Together, we can move District 20 forward.
Infrastructure & Broadband Expansion
Modernizing Transportation:
It’s clear that in District 20, there’s a lot of work that needs to be done when it comes to our most used asset — our roads. Improving and maintaining rural roads is a basic right that we cannot ignore. Right now, roadways in our counties are crumbling. With the state predicting a multi-million dollar shortfall for the upcoming budget, it leaves one to wonder, “What will we ever do?” Stella’s campaign emphasizes smart investments in transportation infrastructure that boost local commerce and safety.
Broadband for All:
Stella champions a robust plan for expanding high-speed internet access, particularly in underserved rural communities. Reliable broadband is essential for education, telehealth, and job creation in today’s digital economy. Currently, the decade-long mission for Kentucky Wired is millions of dollars over budget. Stella will hold vendor partners accountable and help ensure the jobs get done.
Energy & Environmental Oversight
Affordable & Reliable Energy:
Stella promotes building partnerships with our local utility companies to develop local energy and proposes measures to ensure clean energy investments lead to stable, affordable power rates while also reducing environmental footprints.
Conservation & Natural Resources:
Balancing growth and protecting Kentucky’s natural beauty, the campaign supports programs that preserve local watersheds, forests, and outdoor recreational opportunities, which are vital not only to our tourism but also to our quality of life. Without clean, natural water sources, where will families get clean drinking water? Where will businesses get quality water for their thriving operations?
Community Health & Safety
Public Safety:
Strengthening community policing, modernizing emergency services, and better supporting first responders are integral to the campaign’s vision for safer neighborhoods in District 20. No community should ever have to choose to cut their emergency services.
Integrated Community Health:
Aside from healthcare affordability, the platform includes initiatives for mental health services, addiction recovery programs, and preventive care, ensuring that all Kentuckians receive comprehensive support that keeps our communities resilient. Stella also promotes broadband access for all Kentuckians to ensure they can receive telehealth services, especially as we face uncertain times for rural Kentuckians with Medicare changes at the national level.
Women’s Rights & Equality
Stella is a passionate advocate for women’s rights. She believes every woman deserves equal opportunity, fair pay, and access to quality healthcare, including reproductive health services. Stella supports policies that empower women in the workplace, promote women-owned businesses, and ensure safe environments free from discrimination and harassment. She also champions initiatives that encourage girls and young women to pursue education and careers in STEM, leadership, and trades — helping build a future where women thrive in every sector across District 20 and beyond.
Government Transparency & Accountability
Local Empowerment:
Stella supports policies that increase government transparency and community engagement in decision-making. We must ensure our community residents have access to clear resources as well. This means clearer budgeting processes, open public meetings and town halls, and responsive feedback opportunities. District 20 — how long has it been since we’ve had a real town hall?
Ethical Leadership:
The campaign stresses ethical governance and aims to restore trust in public institutions by holding elected officials accountable to their constituents, ensuring that local government is both efficient and honest.
